An Ethical Career Prosecutor Committed to Victims, Accountability, and Justice That Stands

Carolynn Grammas has spent more than twenty-five years in the trenches of Maryland’s criminal justice system—advocating for victims, holding violent offenders accountable, and upholding the integrity of the State’s Attorney’s Office. Now she is running for Anne Arundel County State’s Attorney to restore ethical leadership, rebuild trust, and ensure justice is delivered the right way—for victims, prosecutors, and the community.

Carolynn’s career is defined by tough, hands-on prosecution and principled decision-making. She has led the Auto Manslaughter Trial Team, prosecuted violent crime, and served as Deputy Chief of District Court in Anne Arundel County. Throughout her career, she has worked directly with victims and their families to ensure they are informed, respected, and confident that their cases were handled with care—so they truly feel they had their day in court.

Her leadership and professionalism have earned the respect of victims, law enforcement, judges, and colleagues alike. Carolynn understands that justice depends not only on strong prosecutions, but on an office culture that supports ethical prosecutors and retains experienced talent. As State’s Attorney, she will rebuild the internal environment of the office so skilled prosecutors are empowered to do their jobs with integrity and stay committed to serving Anne Arundel County.

Carolynn’s dedication to public safety has been recognized with some of the state’s top honors, including awards from Mothers Against Drunk Driving, the Anne Arundel County Police Department, and the U.S. Department of Justice.

She has also been a strong advocate for safer communities, testifying before the Maryland General Assembly on critical legislation to strengthen penalties for manslaughter, drunk and drugged driving, impaired boating, and reckless conduct that endangers families.

A former federal law clerk and longtime Anne Arundel County prosecutor, Carolynn brings unmatched experience, integrity, and credibility to the role of State’s Attorney. She is committed to restoring confidence in the office by ending practices that lead to discovery violations or unethical misconduct—so convictions are obtained lawfully, fairly, and in a way that withstands appeal.

Active in the community, Carolynn has coached mock trial, mentored students in the truancy court program – helping students and parents to avoid court, served as a Scouts leader, and supported STEM teams throughout Anne Arundel County.

Carolynn is a wife, mother and grandmother, married for over 30 years, with three grown children and two great dogs.
